Yes. Where required, opening protection, impact-resistant systems and other severe-weather measures can be reviewed as part of the complete building strategy rather than added after the housing design is frozen.
Is this only temporary emergency accommodation?
No. The primary direction is durable permanent or longer-life reconstruction housing. Rapid deployment can be valuable, but it does not replace the need for appropriate structural, envelope and local compliance design.
