ABOUT THIS RESEARCH NOTE

This is an independent, desk-based educational interpretation of a publicly available source. It does not describe fieldwork carried out by Apollo NZ Global or verify project impacts.

FINDING 01

The reported national milestone

Samoa's Ministry of Natural Resources and Environment states that the Marine Spatial Plan 2025–2035 was legally adopted in 2025 and took legal effect through an Executive Order signed on 15 April 2026. Its August 2026 communication describes implementation coordination among government agencies.

FINDING 02

A future enforcement milestone

MNRE's report identified 16 April 2027 as the intended start of phase-one enforcement for the marine protected-area network. This is an announced future milestone as of the source date, not evidence that enforcement has already begun.

FINDING 03

Why community ownership matters

The ministry describes community, ocean-user and national-agency participation in the plan's development. Learning activities should acknowledge those participants without representing Apollo as a partner or interpreting the plan for a particular village.

REFLECTION / QUESTIONS FOR LEARNERS

Carry these questions forward.

  1. What did the official ministry announce, and on what date?
  2. What would need rechecking before April 2027?
  3. Who is the locally responsible authority for any site-specific action?

What this evidence does not establish

This note reports an official statement available in October 2026, not legal advice, and no claim of conservation outcomes or Apollo partnership is made.
