Most clubs are upgrading an existing facility rather than starting from a blank site. The useful plan begins with what can be retained, what limits current participation and which compatible improvements can be staged without exceeding the club's operating capacity.

Define the programmes the committee wants to operate and the measures it will watch after the upgrade, such as court utilisation, participation, coaching, events or extended operating hours. Avoid treating every upgrade as an automatic revenue promise.
