Permanent vs Transitional Housing: What Changes in the Project Brief?

Transitional and permanent housing can both use prefabricated or modular construction, but they should not be treated as the same project with different labels. The intended service life and occupancy model change the design, services, approvals, maintenance and handover requirements.

Define the intended service period and end state

State whether the building is expected to remain on the same site long term, be relocated, be upgraded later or be removed after another housing solution becomes available.

Do not rely on vague terms such as temporary or semi-permanent without defining the expected use period and post-programme plan.

Permanent housing needs permanent-home thinking

Permanent homes require stronger attention to household privacy, storage, kitchen and laundry function, thermal comfort, acoustic separation, durable finishes, long-term utility connections, local approvals and maintainable components.

A product originally designed for a short-term camp may require substantial redesign before it is appropriate as permanent housing.

Transitional housing still needs a complete operating plan

Even where service life is shorter, the programme still needs safe foundations or anchoring, sanitation, power, water, ventilation, access, fire and maintenance planning for the intended occupancy period.

Plan the ownership and maintenance model

Permanent housing normally transfers into a longer-term ownership or tenancy system. Transitional assets may remain programme-owned, be reused or be relocated. The procurement package should reflect who will maintain, repair and ultimately own or dispose of the asset.

Use the correct standards for the project stage

Emergency shelter, transitional infrastructure and permanent housing can be subject to different programme standards and statutory pathways. Confirm the current project-specific requirements rather than assuming one standard applies to all three stages.
