A useful RFP does not need to contain every finished design decision, but it should give every bidder the same project baseline. These are the inputs that materially improve supplier responses and make quotations easier to compare.
Provide country and site, intended occupants, total unit target, dwelling mix, expected service life, project phases, target dates and the procurement or funding context that affects the supply package.
Provide available wind or cyclone criteria, seismic requirements, climate, corrosion exposure, rainfall, flood or drainage constraints, ground information and nominated local standards where known. Mark unknown criteria clearly rather than allowing bidders to invent them.
Define approximate floor area, bedrooms, bathrooms, kitchen expectations, laundry, storage, outdoor areas, finishes, windows and doors, electrical standard, plumbing, hot water, HVAC intent and the desired factory-completion level.
State receiving port, inland destination, road or bridge constraints, crane or forklift availability, local labour capability, foundation responsibility, utilities, installation scope and required manufacturer supervision.
Ask for the legal manufacturing entity, proposed system, drawings, material build-ups, structural information where relevant, fire and thermal data, QA information, packing quantities, lead time, capacity, warranty, installation documents and comparable project references.
