What documents should be ready before an international development RFP is issued?
An RFP can still contain open questions, but bidders should receive the same baseline. This checklist helps procurement and technical teams assemble a usable information package and clearly mark what is known, provisional or still to be confirmed.

Project and procurement documents
Include project identity, buyer / contracting entity, procurement instructions, submission format, dates, evaluation basis, commercial forms and the current project contact list. Where donor or institutional rules apply, include the official project-specific requirements rather than a generic summary.

Technical brief
Issue room schedules, dwelling mix, drawings where available, approximate dimensions, performance criteria, materials or finish expectations, service requirements, accessibility needs and the expected factory-completion level.

Site and destination information
Provide site location, climate and hazard criteria supplied by project professionals, available surveys or geotechnical information, receiving port, inland access, unloading limits and known utility conditions.

Supplier-return schedule
Tell bidders exactly what to return: price schedule, exclusions, drawings, technical data, evidence, production plan, packing information, programme, capacity, warranty, spares, references and proposed deviations.

Open-issues register
List unresolved criteria explicitly. A visible unknown is safer than allowing each bidder to make a different hidden assumption. Assign an owner and decision date for each critical open item.
