MED-03 is intended as a repeatable community-clinic starting point, not a complete specification for every health programme.
Specialist medical services remain outside the standard base package unless explicitly scoped.
Apollo is supply-only. Final structure, foundations, anchoring, fire, accessibility, services, installation, local engineering and statutory approvals remain project- and destination-specific.
