Start Project Brief

RHELGAN · Complete Communities

Plan housing, social infrastructure and essential services as one coordinated programme.

Five planning scales give project teams a practical place to start. They are not fixed bills of materials: every school, clinic, WASH, water, wastewater and power requirement is sized from the actual population, site and service brief before procurement.

Five programme scales

Start with the number of homes. Build everything else from the brief.

0150homes

Community Cluster

A small village, reconstruction cluster or first-stage development. Start with the housing mix and only add the education, health, community and utility systems the brief actually requires.

02100homes

Village

A repeatable housing programme with stronger shared-service planning around education, health, community facilities and utilities.

Use this scale
03250homes

Community Development

A community-scale programme where masterplanning, phased utilities, logistics and multi-building coordination become central to the supply brief.

Use this scale
04500homes

Large Community

A larger staged development requiring expanded social infrastructure, utility resilience and controlled multi-supplier procurement.

051,000homes

Major Settlement Programme

Programme-scale housing and infrastructure with formal phasing, masterplanning, procurement controls, logistics and operational handover.

Concept planning visuals

See how the programme changes as scale increases.

The diagrams deliberately show zones and relationships rather than engineered layouts. They help a project team discuss housing clusters, a community core, utilities, roads, open space and future expansion before a site-specific masterplan is commissioned.

What gets sized

Critical infrastructure is calculated, not guessed.

People, not just homes

Household size, accessibility, age profile and programme users determine the facilities required.

Education

Classrooms and supporting spaces are sized from the actual education brief and local requirements — not a generic homes-to-classrooms ratio.

Health

Clinic scope follows the intended service model, staffing, utilities and medical requirements.

Water

Source water, daily demand, storage autonomy, treatment quality and site conditions drive the water pathway.

Wastewater

Population, flows, discharge or reuse requirements and operating capability determine the treatment process.

Power

Actual loads, critical services, autonomy and grid conditions drive solar, battery and generator requirements.

Climate & hazards

Wind, cyclone, seismic, rainfall, heat, corrosion and flood exposure are project inputs, not assumptions.

Logistics & installation

Port access, containerisation, lifting, site storage, local labour and construction sequencing are planned before commercial freeze.

RHELGAN project pathway

From a community need to an auditable supply programme.

RHELGAN is a commercial project-supply pathway. Local law, humanitarian standards, professional engineering, donor requirements, public-health requirements and statutory approvals remain project-specific responsibilities unless expressly included in a written scope.

01

Define the community

Country, site, homes, users, programme objectives, timing and procurement route.

02

Choose standard systems first

Map the brief against proven housing and building systems before creating custom designs.

03

Size infrastructure from real inputs

Water, wastewater, power, education and health are calculated from project data and supplier engineering.

04

Close interfaces

Assign foundations, utilities, logistics, installation, commissioning, approvals and operational responsibility.

05

Build the commercial programme

Package the approved systems into phased procurement, manufacturing, freight and handover schedules.

Start with what you know

You do not need a finished specification to start the brief.

Send the country, approximate programme scale, required building types, site conditions and known utility information. RHELGAN can use that to structure the next technical questions.
