Public recreation procurement works best when the council first defines the community outcome, operating model and lifecycle responsibility. Product selection then becomes a response to the place rather than a catalogue exercise.

Define the public outcome before the asset

Begin with the participation problem the project is intended to solve: more wheeled recreation, additional court capacity, youth activity, multi-generational use, weather protection or a stronger destination park. The product is easier to assess when the desired public outcome is explicit.

Document target age groups, expected daily use, opening hours, event use and whether the facility forms part of a wider park or precinct. This prevents a technically impressive product from being selected without a clear operating reason.

Put lifecycle and maintenance beside capital cost

Public assets need cleaning, inspections, replacement parts and eventual refurbishment. Procurement should therefore capture the likely maintenance tasks, access requirements and replaceable components associated with each product pathway.

For modular courts and pump tracks, consider spare modules and future expansion. For lighting and VisionPlay cameras, identify who maintains power, network and mounting infrastructure. For Civaro and landscape systems, define finish maintenance and access before surrounding works are completed.

Separate supplier scope from public-space design

Apollo can define the supplied product package and provide available product information, but the local project team still owns accessibility, civil design, foundations, drainage, electrical work, safety zones, planning approvals and installation unless a separate contract states otherwise.

Making that boundary visible is useful in tender documents because it reduces assumptions. It also helps councils compare product suppliers on the same basis while local consultants price site-specific work against the actual location.

Coordinate technology with policy

AI sports cameras can add recording, selected livestreaming, coaching and event-content capability to public facilities, but technology should not be installed without an operating policy. Define the venue operator, permitted uses, privacy requirements, network access and who can retrieve footage.

The same principle applies to automated controls, lighting and other connected systems. Technology adds value when operational ownership is clear; otherwise it can become an unsupported feature after handover.

Use staged procurement to protect future options

Councils often fund projects in phases. A modular approach can support that, but the first stage should still reserve space, service routes and interfaces for later additions. A pump track should have a logical expansion zone; a court upgrade should anticipate future lighting or cameras; a public-space package should retain access for later maintenance.

Record the master plan and the final supplied configuration at each stage. This creates a usable asset history for future project managers and maintenance teams.
